Legislation (retired)

UPDATE ON ENVIRONMENTAL LEGISLATION
Several pieces of environmental legislation hammered out during the 2008 session are now officially state law.

Green Energy Bill Signed
On July 10, 2008, Missouri Governor Matt Blunt signed into law the omnibus green energy bill known as SB 1181.  The multi-pronged measure encompasses various portions of  Senate Bills 1181, 1100, 1262, & 1263  from the 2008 session.  Among the provisions of the new law are:  a one-week annual  tax holiday for purchase of energy efficient appliances, minimum energy efficiency standards for state buildings, and low-interest loans for eligible alternative energy operations

MVC would like to thank a number of state legislators for their leadership in helping send this important measure to the governor's desk.  Senators Kevin Engler, Joan Bray, Brad Lager and Jeff Smith; and Reps. Walt Bivins, Shane Schoeller and Jason Holsman all played key roles in the passage of this legislation.

Storm Water Legislation
On July 3rd, the governor also signed into law storm water control legislation, a compilation of two bills, SB 1040 & SJR 45.  This new law changes the manner in which tens of millions of dollars of storm water funds are allocated to populous counties, freeing up state dollars for much needed storm water projects.

Since the measure requires amending the Missouri constitution, the governor's signing paves the way for the issue to appear on the November ballot.
